 MALAKA.SPEKTRUM-NTT.COM || Aliansi Rakyat Anti Korupsi Indonesia (ARAKSI) menantang Inspektorat Daerah Kabupaten Malaka untuk bersama-sama membedah kasus dugaan korupsi Dana Desa di Kabupaten Malaka tahun 2014 -2020 yang melilit 12 Kepala Desa (Kades) di Kabupaten Malaka (9 Kades diantaranya ada di Kecamatan Laenmanen) yang merugikan negara sekitar Rp 8 Milyar. 

Demikian disampaikan Ketua Araksi NTT, Alfred Baun dalam siaran pers di Malaka pada Selasa (27/07/2021) dugaan korupsi dana desa di Kabupaten Malaka yang menyeret sejumlah Kades. 

"Araksi tantang Inspektorat Malaka, untuk membedah hasil pekerjaan Inspektorat Malaka yang melakukan audit setiap tahun tentang pelaksanaan keuangan dana desa di daerah ini. Saya (Alfred Baun, red) tantang kepala Inspektorat Malaka," tegasnya. 

Menurut Alfred Baun, hasil audit Inspektorat Malaka sangat diragukan oleh masyarakat. Oleh karena itu, masyarakat meminta Araksi untuk melakukan investigasi dan memberi laporan. Karena memang hasil audit Inspektorat Malaka tidak jelas sampai saat ini.

“Araksi bukan auditor dan tidak melakukan audit, tetapi melaksanakan investigasi untuk menghimpun keterangan - keterangan di tingkat bawah (masyarakat, red),” ungkapnya. 

Araksi, kata Alfred Baun, melakukan pengawasan terkait pengelolaan keuangan negara (dana desa, red) oleh Pemerintah Daerah, termasuk pemerintah desa. “Jika ada Kades yang mau memberikan klarifikasi, lebih bersyukur, tetapi kalo (kalau) Kades tidak mau, yah kita pun tidak memaksa," tandasnya. 

Ketua Araksi itu berpendapat, bahwa 9 (sembilan) Kades di Kecamatan Laenmanen, Kabupaten Malaka tidak pernah berani menemui Araksi, apalagi membuat penolakan terhadap audit Araksi. "Saya heran, katanya ada 9 Desa membuat penolakan terhadap audit Araksi, kapan? Araksi tidak melakukan audit tapi melakukan Investigasi. Kan tinggal jelaskan saja sesuai dengan data yang diperoleh Araksi dan sifatnya klarifikasi, karena nanti APH (Aparat Penegak Hukum) yang mengatakan itu benar atau tidak," jelasnya. 

Terkait hal tersebut, Alfred Baun menekankan bahwa Araksi menjalankan kerjanya sesuai dengan tugas pokok dan ketentuan Anggaran Dasar/Rumah Tangga Araksi yang disahkan oleh Kementerian Hukum dan HAM dan Notaris. 

Lebih lanjut, Alfred Baun mengkritisi beberapa media online di Malaka yang menurutnya bekerja tidak profesional bekerja sesuai perintah Undang-Undang Pers Nomor 40 Tahun 1999 dan Kode Etik Jurnalistik. Media-media tersebut melakukan pemfitnahan dengan memberitakan seakan kerja Araksi adalah auditor yang mengaudit, bahkan tanpa mengkonfirmasi Araksi. 

"Teman-teman media yang menulis pernyataan sepihak, seharusnya banyak belajar, karena bagaimana pun sumber berita itu harus berasal dari Araksi. Tapi kok.. kenapa teman-teman media itu lari ke orang lain untuk mengomentari pekerjaan Araksi? Kenapa tidak datang tanya ke saya (Ketua Araksi, red) dan tanya tetapi justeru tanya kepada orang yang tidak mengetahui tentang pekerjaan Araksi? Termasuk Kepala Inspektorat Malaka, Remigius Leki yang menyatakan bahwa dia tidak tahu (tidak tahu pekerjaan Araksi,red). Yah, tidak usah komentar," kritik Alfred mengulang pernyataan Remigius Leki.

Kata Alfred Baun, yang mengetahui tentang Araksi yaitu Kesbangpol, Bupati, Kapolres, Kajari, dan Ketua Pengadilan. "Jangan komentar yang tidak perlu, sebab pekerjaan Araksi itu menyangkut keuangan negara dan Araksi adalah lembaga non pemerintahan yang memiliki legal standing secara undang-undang. Termasuk Inspektorat pun Araksi bisa kontrol," tegas Alfred.

Ketua ARAKSI itu pun meminta Kepala Inspektorat Kabupaten Malaka, Remigius Leki dan para narasumber yang pertanyakan soal tugas dan peran Araksi agar membaca undang-undang tentang pengawasan publik sebelum berkomentar. Apakah Kepala Inspektorat Malaka mau belajar undang-undang saya harus kasih kuliah dia? Dan para narasumber pun demikian baca UU baru komentar jangan berdasarkan asumsi," kritiknya lagi. (SN/tim)
