KUPANG. Spektrum-ntt.com || Wakil Walikota Kupang dr. Hermanus Man lakukan koordinasi dengan para direktur Rumah Sakit di kota Kupang untuk membahas langkah-langkah penanganan pasien Covid-19 di rumah sakit penyanggah dan rumah sakit rujukan yang ada di Kota Kupang pada Rabu (15/04/2020) 

 Kepada media Hermanus Man mengungkapkan bahwa, ada beberapa hal yang perlu diperhatikan dalam upaya penanganan ini, diantaranya adalah alur penanganan penderita. 

Ia menegaskan agar semua temuan kasus Covid-19 di Kota Kupang baik oleh Kantor Kesehatan Pelabuhan (KKP), rumah sakit second line maupun non second line harus dibawa ke klinik Covid-19 di RSUD S. K. Lerik. 

Saat ini RSUD S. K. Lerik memiliki delapan tempat tidur untuk ruang isolasi dan dalam waktu dekat akan bertambah menjadi 20 tempat tidur. Jika nantinya ruang isolasi tersebut penuh, pihak RSUD S. K. Lerik wajib melapor ke Posko (Dinas Kesehatan Kota Kupang) untuk mengalihkan pasien ke RS second line lainnya.

 RS second line sendiri hanya bisa menangani pasien yang masih dalam kategori ODP, PDP ringan dan sedang. Jika sudah masuk kategori PDP berat harus dirujuk ke RSUD Prof. Dr. W. Z. Johannes Kupang.

Diakuinya dalam penanganan Covid-19 ini bukan tidak mungkin ada juga pasien yang memeriksakan diri di Rumah Sakit non second line. Pihak Rumah Sakit bisa menangani pasien tersebut dan klaim pembayarannya bisa diajukan ke BPJS setelah ada notifikasi dari Dinas Kesehatan (Dinkes) Kota Kupang. Penanganan lebih lanjut harus dilakukan di Rumah Sakit second line, karena jika pasien harus dirujuk, Rumah sakit rujukan hanya menerima pasien dari Rumah sakit second line. 

Wakil walikota menambahkan, pula bahwa karena kebijakan ini ada kaitannya dengan penggunaan APBD, maka prioritas utama mereka tentunya adalah warga Kota Kupang yang dibuktikan dengan KTP atau KK, atau orang yang sedang berkunjung ke Kota Kupang yang dibuktikan dengan surat jalan atau surat tugas. Namun dia menegaskan jangan sampai urusan administrasi menghambat pelayanan terhadap pasien. 

Dalam waktu dekat Pemkot Kupang akan menandatangani nota kesepahaman atau memorandum of understanding (MoU) dengan empat rumah sakit tersebut terkait upaya penanganan Covid-19 ini.

 Selain tentang alur penanganan penderita, pertemuan tersebut juga membahas soal pengadaan alat perlindungan diri (APD) bagi para tenaga medis di rumah sakit second line. Selain meminta bantuan pemerintah pusat lewat Pemerintah Provinsi (Pemprov) NTT, Pemkot Kupang juga telah mengalokasikan APBD untuk kebutuhan tersebut.

 Selain untuk APD, Pemkot Kupang juga telah mengalokasikan anggaran untuk operasional para tenaga medis yang khusus menangani pasien Covid-19 . Pemkot Kupang juga saat ini tengah melakukan koordinasi dan negosiasi dengan sejumlah hotel yang akan menjadi tempat istrahat bagi para tenaga medis selama menangani pasien Covid-19 . Menurut Wawali standar minimal harus hotel bintang tiga. 

Kepala BPJS Kesehatan Cabang Kupang, dr Fauzi Lukman Nurdiansyah, MM yang turut hadir dalam koordinasi tersebut menyampaikan BPJS siap menerima klaim rumah sakit untuk penanganan pasien Covid-19 selama orang tersebut memiliki Nomor Induk Kependudukan (NIK). Namun dia mengapresiasi kebijakan Pemkot Kupang yang melakukan koordinasi seperti ini sehingga nantinya tidak terjadi double claim dari pihak rumah sakit, karena sudah dapat dukungan juga baik dari APBN maupun APBD. 

Selain pimpinan dari empat rumah sakit second line, ikut juga dalam pertemuan tersebut sejumlah pimpinan rumah sakit yang ada di Kota Kupang. Turut hadir pula Asisten Pemerintahan dan Kesejahteraan Rakyat Sekda Kota Kupang, Drs. Yos Rera Beka dan Kepala Dinas Kesehatan Kota Kupang, drg. Retnowati, M.Kes beserta jajarannya. *PKP_ans
