TTS.Spektrum-ntt.com || Catatan tentang urgensi fasilitas yang optimal dan pendekatan diplomatis terhadap wartawan dalam peliputan debat perdana Pilkada TTS yang digelar pada Jumat, 25 Oktober 2024.

Merujuk pada tindakan tak terpuji yang dipertontonkan oleh oknum KPU Kabupaten TTS saat berlangsungnya debat perdana Calon Bupati dan Wakil Bupati belum lama ini, salah satu Tokoh Pemuda yang berasal dari Kabupaten TTS, menyesali perbuatan oknum tersebut.

Alexander Tamonob, SH kepada media ini, Sabtu (26/10/24) menyampaikan pandangannya bahwa, dalam setiap pemilihan umum, debat kandidat merupakan kesempatan penting bagi publik untuk memahami visi, misi, dan program yang ditawarkan setiap kandidat. Oleh karena itu, peliputan debat oleh media menjadi krusial agar masyarakat dapat mengakses informasi yang mendalam dan objektif. Namun, ketika wartawan tidak mendapatkan akses yang memadai untuk meliput debat secara strategis, integritas dan transparansi proses demokrasi bisa terancam. Hal ini menjadi peringatan bagi penyelenggara pemilu untuk lebih memahami dan menghargai peran media dalam penyampaian informasi kepada publik.

Peran Media dan Kepentingan Fasilitas yang Strategis

Media berperan sebagai "Watchdog" atau pengawas bagi pemerintah dan calon pemimpin. Menurut teori agenda setting yang dikemukakan oleh Maxwell McCombs dan Donald Shaw, media memiliki kekuatan untuk menentukan isu apa yang penting di benak masyarakat. Dalam konteks pemilu, media tidak hanya melaporkan, tetapi juga membingkai isu-isu yang esensial dan relevan bagi para pemilih. Dengan demikian, wartawan yang tidak dapat meliput secara baik dapat kehilangan akses terhadap informasi inti yang disampaikan oleh kandidat. Ini berdampak langsung pada masyarakat yang akan menerima informasi secara terbatas atau bahkan bias, tergantung dari sudut pandang media.

Ketika wartawan dipaksa untuk menempati posisi yang kurang strategis atau diminta pindah ke tempat yang tidak sesuai, mereka mengalami gangguan dalam meliput. Hal ini menghambat kemampuan mereka untuk menangkap intisari debat secara jelas dan detail. Dalam kajian komunikasi, hal ini termasuk dalam *Communication Noise*, yaitu segala bentuk hambatan yang menghalangi tersampaikannya pesan secara optimal kepada penerima. Dalam kasus ini, noise berasal dari pembatasan akses yang diberikan oleh penyelenggara. Akibatnya, materi debat yang seharusnya sampai secara komprehensif dan utuh kepada publik, malah tereduksi atau hilang maknanya.

Mengapa Pendekatan Diplomatis oleh Ketua KPU Penting?

Ketika wartawan mengeluhkan kendala dalam meliput debat dan meminta mediasi kepada Ketua KPU, hal ini sebenarnya merupakan sinyal bahwa ada ketidakpuasan dalam hal pengelolaan acara. Namun, jika Ketua KPU mengabaikan permintaan tersebut, ini dapat dianggap sebagai tindakan yang kurang menghargai kebebasan pers dan hak masyarakat untuk mendapatkan informasi yang transparan.

Teori komunikasi juga menekankan pentingnya *Feedback* dalam proses komunikasi yang efektif. Feedback di sini berarti penyelenggara, dalam hal ini KPU, harus merespons keluhan atau masukan dari para wartawan untuk memastikan kelancaran proses peliputan. Mengabaikan wartawan bisa mengirimkan pesan bahwa KPU kurang peduli terhadap kualitas informasi yang diterima masyarakat. Padahal, mediasi merupakan langkah diplomatis yang dapat mengurangi ketegangan dan memastikan para wartawan dapat melaksanakan tugas mereka tanpa hambatan.

Pendekatan diplomatis juga mencerminkan kepatuhan terhadap prinsip kebebasan pers, yang dijamin oleh undang-undang di banyak negara. Menurut laporan *World Press Freedom Index*, negara dengan kebebasan pers yang tinggi cenderung memiliki kualitas demokrasi yang lebih baik. Oleh karena itu, dengan menunjukkan sikap kooperatif kepada wartawan, KPU tidak hanya mematuhi prinsip hukum tetapi juga meningkatkan citra lembaga tersebut di mata publik.

Implikasi terhadap Kualitas Informasi bagi Publik

Apabila wartawan tidak mendapatkan akses strategis selama debat, masyarakat yang mereka layani juga terpengaruh. Kekurangan informasi yang mendalam dan akurat dapat menimbulkan pemahaman yang salah atau setengah-setengah mengenai pandangan, program, dan komitmen para kandidat. Hal ini sangat berisiko, karena masyarakat membutuhkan informasi lengkap untuk mengambil keputusan yang bijak dalam memilih pemimpin mereka. Tanpa peliputan yang efektif, kualitas pemilu sebagai proses demokrasi yang jujur, adil, dan transparan bisa terganggu.

Untuk menghindari potensi kebuntuan informasi seperti ini, Ketua KPU sebaiknya menunjukkan sikap terbuka terhadap kebutuhan media dengan memberikan akses strategis yang layak. Mediasi dan komunikasi aktif dengan wartawan akan menguntungkan semua pihak, termasuk masyarakat yang berhak atas informasi objektif dan transparan. KPU juga dapat mempertimbangkan untuk membentuk tim khusus atau liaison officer yang bertanggung jawab menangani kebutuhan media dalam acara penting seperti debat kandidat.

Pada akhirnya, memberikan fasilitas yang memadai kepada wartawan bukan hanya tentang memberikan tempat yang nyaman, tetapi juga tentang menghormati peran mereka dalam demokrasi. Sebagai pihak yang dipercaya oleh masyarakat untuk mengawasi proses pemilu, KPU harus memprioritaskan keterbukaan dan transparansi informasi sebagai fondasi dari demokrasi yang kuat. (SN/Mega)
