Kabupaten  layak anak adalah kabupaten yang mampu merencanakan, menetapkan, serta menjalankan seluruh program pembangunan dengan berorientasi pada hak-hak anak. Tujuannya hak-hak anak dapat terpenuhi sehingga menjamin tumbuh kembang anak secara optimal. Upaya mewujudkan kabupaten layak anak mendapatkan evaluasi setiap tahun dengan standar penilaian sesuai indikator yang ditetapkan. 

Sejak tahun 2019 lalu, Kabupaten Manggarai Timur telah mendaulatkan diri sebagai kabupaten ramah perempuan dan layak anak di Nusa Tenggara Timur. Keinginan tersebut bahkan telah tertuang dalam Perda nomor 11 Tahun 2019 yang merupakan implementasi dari Undang-Undang Nomor 23 Tahun 2022, sebagaimana telah diubah dengan UU nomor 35 Tahun 2014, tentang Perlindungan Anak. 

Secara administrasi Manggarai Timur sebagai kabupaten layak anak tetapi tidak ada dampaknya kepada anak-anak. Ada pendapat menyatakan bahwa dengan menjadi kabupaten layak anak, kesadaran melindungi anak cenderung meningkat. Ketika kesadaran akan pemenuhan hak anak dengan menciptakan lingkungan yang layak anak dilakukan, kekerasan seksual terhadap anak kian meningkat. Tragisnya, kekerasan-kekerasan seksual itu terjadi di kabupaten Manggarai Timur yang selalu menyebut sebagai kabupaten layak anak. Apa yang salah? Lalu apa yang dilakukan pemerintah dalam melindungi anak? 

Semestinya pengakuan kabupaten layak anak itu harus sesuai kondisi real di lapangan dan bukan hanya untuk kepentingan politik semata.

 

Berdasarkan data yang dihimpun oleh penulis bahwa selama tahun 2023 ini sebanyak 13 kasus kekerasan seksual terhadap anak dan pelaku utamanya adalah orang terdekat korban. Hal ini semestinya juga menjadi perhatian serius dalam memberikan pemahaman bagi seluruh lapisan masyarakat berkaitan pengasuhan dalam lingkungan keluarga.

Program parenting keluarga juga jika dilakukan tidak konsisten tidak berdampak pada kualitas keluarga. Ironis memang kabupaten layak anak tetapi banyak anak tinggal di tengah keluarga dan masyarakat yang tidak layak anak.

 

Semestinya merasa malu sebagai kabupaten layak anak ternyata ditemui kasus kekerasan. Ironis memang saat kabupaten layak anak dengan bangganya dideklarasikan namun yang digapai justru kekerasan kian marak. Dikhawatirkan banyak orang kian skeptis dengan tagline kabupaten layak anak yang tidak mampu melindungi anak. Hal ini tentu menjadi tantangan kita bersama.

Oleh karena itu pemerintah daerah Manggarai Timur semestinya harus bekerjasama dengan pemerintah desa agar selalu mendata anak-anak serta mendirikan sekolah PAUD sehingga mampu meningkatkan minat dan bakat anak.

Kedua pemerintah daerah bekerjasama dengan pemerintah desa melakukan sosialisasi kepada seluruh masyarakat yang memiliki wilayah kasus kekerasan seksual terhadap anak.

Ketiga pemerintah desa harus memberikan sosialisasi kepada masyarakat bahwa dalam penanganan kasus kekerasan seksual terhadap anak semestinya tidak boleh diselesaikan secara adat.
