Kota Kupang.Spektrum-Ntt.com|| Dinas Perumahan Rakyat Kota Kupang dalam hal tanggung jawab terhadap pembangunan SPAM Kali Dendeng yang kini sudah selesai dibangun, tapi meninggalkan persoalan khususnya masalah ganti untung lahan.

Keluarga suku Bunganawa dalam hal ini Marthen Bunganawa selaku ahli waris merasa heran dengan Pemerintah Kota Kupang begitu beraninya membangun SPAM melalui dana APBN yang tuntutanya sebelum proyek itu dibangun aturannya, masalah pembebasan lahan wajib hukum ada.

Lahan bebas dari perkara secara adminitrasi baru dibangun tetapi kenyatannya tidak demikian. Hal itu telah terungkap sebagai fakta sebagaimana telah diberitakan diberbagai media online beberapa waktu lalu. Ada fakta yang terungkap pihak perintahan kota yang bertanggungjawab adalah Dinas Perumahan Rakyat Kota Kupang yang dinakodai Benny Sain.

Sebagai Kepala, Benny Sain telah membuat komitmen paling lambat di akhir tahun 2022 ganti untung diesksekusi. Namun menurut keluarga belum ada info kepastiannya. Bahkan hasil investigasi media pada rapat penetapan Anggaran tahun 2023 tidak dialokasikan. Tidak dialokasikan menurut sumber dari salah satu staf dari kantor tersebut pada tanggal 30 Nopember 2022 karena secara administrasi untuk pengajuannya belum ada.

Hal ini terlihat kontradiksi dengan surat pemberitahuan oleh Benny Sain dengan beberapa poin pernyataannya yang buka dengan statemen berikut: 

Memperhatikan surat pernyataan dukungan tampa nomor tanggal 22 Februari 2021 serta proses penyelesaian akhir pekerjaan pembangunan bak ptasedimentasi SPAM Kali Dendeng 150 L/d maka perlu disampailan kepada bpk/ibu/sdr/il berapa hal sebagai berikut:

1. Pemerintah Kota Kupang berkomitmen untuk membayar tanah milik keluarga besar Bunganawa di Kelurahan Fontein yang diatasnya dibangun instalasi pengolahan air bersih yakni bak prasedimentast. 

2. Sehubungan dengan poin (satu) di atas sejak tahun 2020 sampai dengan tahun 2022 telah dialokasikan anggaran pembayaran ganti rugi tanah untuk instalasi air bersih dibeberapa lokasi termasuk tanah milik keluarga besar Bunganawa.

3. Terkait poin 2 (dua) di atas bahwa anggaran yang telah dialokasi tersebut belum dibayarkan karena menunggu sampai keluarga besar Bunganawa sertifikasi tanah dimaksud.

Surat itu diakhiri dengan teteranya kalimat bertuliskan," Kepala Dinas Perumahan Rakyat dan Kawasan Pemukiman Kota Kupang, lalu disusul nama Kadis lengkap dengan pangkat dan NIP-nya. Terlihat pula tanda tangan serta stempel dan cap kantor dinas tersebut.

Terhadap hal inilah tim media berupaya minta waktu bertemu klarifikasi dari Kadis via telpon dan WA diiyakan bahkan berulang-ulang ke kantornya, tetapi beliau selalu tak ada di tempat. Ketua tim media,  Imanuel sangat kecewa dengan sikap Kadis Beny Sain dan mengatakan, "kalau bapak tidak bersedia kenapa mengiyakan dan membuat janji," 

Tujuan klarifikasi ini supaya ada jalan tengah yang bisa dilakukan sehingga persoalan tuntas. Hingga berita ini diturunkan kadis sebelumnya berjanji akan kontak kembali karena saking sibuknya tak pernah hubungi tim media.

Ketua Komisi 3 DPR Kota Kupang, Adrianus Taly, ketika dihubungi via telp WA mengatakan akan siap membantu menyelesaikan persoalan dengan memanggil pemerintah agar mempertanggungjawabkannya. 

"Kami siap memanggil pemerintah, dinas terkait agar segera selesaikan persoalan ini. Tapi kami berharap agar keluarga pemilik lahan agar segera menyurati Pemerintah Kota Kupang dan ke dewan dalam waktu dekat sebelum tutup tahun," ungkap Adrianus. (tim).
