Kota Kupang.Spektrum-ntt.com || IPDA Rudi Soik resmi diberhentikan dengan tidak hormat (PTDH) dari Kepolisian setelah melalui proses panjang terkait pelanggaran kode etik dan disiplin.

Berdasarkan catatan dari Bidpropam Polda NTT, Rudi Soik terlibat dalam 12 kasus pelanggaran selama bertugas, dengan tujuh diantaranya terbukti bersalah dan telah menjalani berbagai hukuman. Riwayat pelanggaran disiplin yang berulang ini membuatnya dianggap tidak layak untuk dipertahankan sebagai anggota Polri.

Merujuk pada pelanggaran-pelanggaran tersebut, Kabidhumas Polda NTT, Kombes Pol. Ariasandy, menegaskan bahwa hukuman disiplin dan kode etik yang dijatuhkan kepada Rudi Soik sesuai dengan pelanggaran yang dilakukan. "Serangkaian pelanggaran kode etik dan disiplin yang berulang menunjukkan bahwa Ipda Rudi Soik tidak layak dipertahankan sebagai anggota Polri," ungkap Kombes Pol. Ariasandy kepada media ini, Kamis (17/10/24).

Kabidhumas Polda NTT membeberkan Proses Sidang Komisi Kode Etik Polri 

Sidang Komisi Kode Etik Polri (KKEP) yang menangani kasus ini yang dipimpin oleh perwira senior. 

Sidang tersebut mengevaluasi berbagai aspek profesionalitas Rudi Soik, termasuk sikap, perilaku, dan pelanggaran yang dilakukannya terhadap etika kepribadian, kenegaraan, kelembagaan, dan hubungan dengan masyarakat.

"Sidang ini menyoroti segala aspek dari rekam jejak tugas, pelanggaran yang dilakukan, hingga dampaknya terhadap nama baik Polri. Pemberhentian dengan tidak hormat bukan keputusan yang mudah, tetapi jika keputusan itu diambil, berarti anggota tersebut sudah tidak memenuhi standar etika dan profesi sebagai Polri," jelas Kombes Pol. Ariasandy.

Berikut adalah Daftar Kasus Pelanggaran Disiplin Ipda Rudi Soik :

Rudi Soik tercatat telah terlibat dalam 12 kasus pelanggaran disiplin dan kode etik selama bertugas. Berikut rincian kasus yang menjeratnya, antara lain;

1. Laporan Polisi Nomor LP/05/I/2015 : Putusan bebas.

2. Laporan Polisi Nomor LP/17/XI/2015: Teguran tertulis.

3. Laporan Polisi Nomor LP/18/XI/2015: Hukuman tunda pendidikan selama satu tahun.

4. Laporan Polisi Nomor LP/23/II/2015: Teguran tertulis.

5. Laporan Polisi Nomor LP/12/II/2017: Hukuman tunda pendidikan selama satu bulan.

6. Laporan Polisi Nomor LP/09/I/2015: TUPRA (Tutup Perkara).

7. Laporan Polisi Nomor LP-A/31/IV/HUK.12.10./2022: SP4 (Surat Perintah Pemberhentian Penyidikan).

8. Laporan Polisi Nomor LP-A/49/VI/HUK.12.10./2024: Hukuman mutasi demosi selama lima tahun.

9. Laporan Polisi Nomor LP-A/50/VI/HUK.12.10./2024: Hukuman teguran tertulis, penundaan mengikuti pendidikan selama satu tahun, dan pembebasan dari jabatan selama satu tahun.

10. Laporan Polisi Nomor LP-A/55/VII/HUK.12.10./2024: Hukuman teguran tertulis dan penempatan pada tempat khusus selama 14 hari.

11. Laporan Polisi Nomor LP-A/66/VIII/HUK.12.10./2024: Hukuman teguran tertulis.

12. Laporan Polisi Nomor LP-A/73/VIII/HUK.12.10./2024: Pelanggaran kode etik yang disertai rekomendasi PTDH.

Kemudian, ada pun beberapa fakta yang memberatkan IPDA Rudi Soik dalam Sidang Kode Etik;

Dalam sidang KKEP, sejumlah fakta yang terungkap semakin memperberat posisi Rudi Soik, yang akhirnya diputuskan untuk dipecat dengan tidak hormat. Beberapa di antaranya:

1. Pelanggaran Dilakukan dengan Sadar 

   Rudi Soik sadar bahwa tindakannya melanggar Kode Etik Polri, namun tetap melanjutkan perbuatannya secara sengaja,

2. Dampak Negatif pada Citra Polri  

   Tindakannya tidak hanya mencemarkan nama baiknya sendiri, tetapi juga merusak citra institusi Polri di mata masyarakat,

3. Sikap Tidak Kooperatif dalam Persidangan.

Selama proses persidangan, Rudi Soik menunjukkan sikap tidak kooperatif, termasuk memberikan keterangan yang tidak jelas dan meninggalkan sidang saat pembacaan tuntutan, beber Kombespol Ariasandy.

Selanjutnya, Keputusan PTDH: Tak Lagi Layak Jadi Anggota Polri. Keputusan untuk memberhentikan Ipda Rudi Soik diambil setelah mempertimbangkan seluruh pelanggaran yang dilakukan dan dampaknya terhadap institusi. Sidang Komisi Kode Etik Polri memutuskan bahwa Ipda Rudi Soik tidak memenuhi standar etika dan profesionalitas yang diharapkan dari seorang anggota Polri, sehingga keputusan PTDH dijatuhkan untuk menjaga integritas institusi.
