Rote Ndao. Spektrum-ntt.com || Proses penjaringan dan seleksi calon perangkat Desa yang dilakukan oleh pihak Pemerintah Desa Lakamola, Kec. Rote Timur diduga tidak sesuai dengan ketentuan aturan yang berlaku. Hal tersebut diketahui media ini pada Selasa (8/6/2021) dari seorang warga Desa Lakamola yang enggan menyebutkan identitasnya. 

Kepada media ini, Warga Desa Lakamola itu menjelaskan bahwa dirinya juga mengikuti seleksi calon perangkat desa yang diselenggarakan oleh Pemerintah Desa Lakamola. Namun setelah pengumuman lolos seleksi administrasi, Pihak Pemerintah Desa terkesan diam dan secara tiba-tiba langsung umumkan 3 nama yang lolos untuk bersiap ikuti pelantikan perangkat desa, tanpa adanya seleksi tertulis. 

"Kami kecewa karna penjaringan perangkat Desa tidak sesuai juknis yang ada. Setelah seleksi admnistrasi tidak ada tes tertulis, kaget sudah umumkan nama yang lolos. Kami yang lolos seleksi administrasi tidak tau gagalnya di kriteria apa karna tidak ada tes tertulis." Ungkapseorang Warga Desa Lakamola yang enggan sebutkan namanya.

Sementara itu, Kepala Desa Lakamola yakni Sefnat Daniel Bolla saat dikonfirmasi media ini melalui panggilan selular pada Selasa (8/6/2021) membantah hal tersebut dan menjelaskan bahwa proses penjaringan perangkat sudah sesuai prosedur. 

"Sesuai Perda, kami bentuk panitia penjaringan dan seleksi Perangkat Desa. Sebagai Kades saya juga ketua panitia dan ada 6 anggota panitia, jadi kami 7 orang. Ada 3 jabatan dalam perangkat desa yang kosong. Makanya kami lakukan penjaringan. Ada 8 orang yang mendaftar untuk 3 jabatan yang kosong itu. Kita seleksi administrasi ada 2 orang yang tidak lolos," Ujar Sefnat Daniel Bolla.

Sefnat D Bolla yang baru hampir 3 bulan menjabat sebagai Kades Lakamola ini menjelaskan bahwa pihaknya sudah mengirimkan daftar nama yang lolos seleksi administrasi ke Pihak Kecamatan Rote Timur. Dimana 1 jabatan yang kosong untuk posisi Kepala Dusun dikirimkan 2 nama, dan untuk 3 jabatan Kaur yang kosong di kirimkan 6 nama yang selanjutnya penentuan yang lolos seleksi dilakukan oleh Pihak Kecamatan.

"Dari Kecamatan minta 2 nama untuk tiap jabatan, misalkan untuk jabatan Kaur Umum kita kirim 2 nama baru Kecamatan yang tentukan siapa yang lolos untuk dilantik. Dalam aturan perda begitu. Jelas Sefnat Daniel Bolla, Kades Lakamola.

Menanggapi hal tersebut, Refly E.S Therik, SP selaku Camat Rote Timur saat dikonfirmasi media ini melalui panggilan selular pada Selasa (8/6/202) membantah pernyataan Kades Lakamola tersebut dan menjelaskan bahwa pihaknya sama sekali tidak menentukan siapa yang lolos seleksi. Tetap pihaknya hanya menerima hasil penetapan nama-nama yang lolos seleksi oleh panitia di Desa dan diberi rekomendasi untuk dilantik.

"Secara berjenjang Panitia melakukan penjaringan dan penyaringan. Lalu hasil penjaringan dituangkan dalam Berita Acara ditujukan ke Kecamatan untuk dapatkan rekomendasi supaya Kades buat SK Pengangkatan dan lakukan Pelantikan,". Jelas Refly Therik, Camat Rote Timur.

"Soal Lakamola, mereka hanya kirim 1 nama saja ditiap jabatan. Kami di kecamatan hanya merekomendasikan nama yang diusulkan dari Panitia di Desa. Tidak ada 2 nama begitu. Karna yang menentukan lolos seleksi semuanya dari Desa, bukan dari Kecamatan." Lanjut Refly Therik menjelaskan. 

Untuk diketahui bahwa selain tidak ada seleksi tertulis dalam proses penjaringan perangkat Desa Lakamola, diduga kuat juga bahwa yang ditetapkan lolos belum sepenuhnya lolos administrasi karna para peserta yang mendaftar tidak dimintai Surat Keterangan Sehat dan Surat Keterangan Catatan Kepolisian (SKCK).

Juga diduga kuat proses penjaringan Perangkat Desa di Desa Lakamola yang dilakukan tanpa adanya seleksi (Tes) tertulis itu sudah bertentangan dengan Pasal 16 dalam Perda Rote Ndao Nomor 10 Tahun 2019 Tentang Perangkat Desa. (Daniel Timu).
